Abstract: The dwelling of natural persons is embodied on the actual need to a house. However, the present housing adjustment mechanism has not met the special and actual housing need of residents of China. In order to solve the problem of urban residents' housing need thoroughly, system of social security housing is probably hard to work. Instead, the government should resolve the dwelling or housing problem from the perspective of residents' real attitude toward housing. Fortunately, enlightened by the system of rural housing land and combined with social security system and property distribution system, housing subsidy aims to construct a new and man-oriented housing security system to solve the problem of urban residents' dwelling need.
